I know that $$\Large cot (\frac{\pi}{2}-x ) = tan x$$ is an identity. So with $$\Large cot(x-\frac{\pi}{2} )$$ I would assume they want you to pull out the negative like so: $$\Large \cot(-(\frac{\pi}{2} -x))$$ and using the Even-Odd identities: $$\Large \cot(-\theta) =-\cot \theta$$ So $$\Large \cot(-(\frac{\pi}{2}-x)) = -cot(\frac{\pi}{2}-x) =-tan x$$
