The answer is D. I disagree is with B. Three active boys playing on the field. Although it seems to show a complete thought, it's still a phrase. Had it been a full sentence it would start with "There are three active boys playing on the field." which would create a full sentence. D on the other hand: He could not wait long, gives a complete thought without having to question "then what?" like you would "three active boys playing on the field... Then what?" because you are not just simply describing the field and what the field consists, you are stating that there are three active boys playing on the field making it possible to add more consistency to the phrase.
