    Desalination is the process of removing salt from water. Finding new source of freshwater means looking for new places where freshwater/usable water can be used. Reducing overconsumption is reducing the amount of water used. Wastewater treatment plans would be making wastewater able to be used again in a short amount of time and inexpensively. All of the answer seems to be an option, but C is not really solving the problem. Reducing overconsumption still will eventually lead to shortage of water. Looking for ways of adding freshwater is better than just reducing because it would still ran out soon. Any addition of freshwater leads to increase of volume in the water cycle making more water reusable over time. Desalination is the most important in solving the water's crisis because ocean is mostly saline and made of 97% of the world water. The water we use make up only 2% of Earth's water reservoirs, so it is quite limited.
