I guess the biggest reason was the economy. Ronald Reagan was credited as being the president who brought an end to the cold war; But people also say it was Gorbachev as well. During the mid 1980s, Gorbachev knew that the Soviet Union could not advance economically by having 20 percent of gross national product and 40 percent of its deficit-ridden budget to military spending. in addition the soviet war in Afghanistan, and the losses sustained by it, may have further contributed to the fall of the Soviet Union. Knowing this, it would make sense for the U.S. to increase military spending to put further strain on the soviet economy.
