    I'm pretty sure its asking for the points of the new fire department in relation to the old one. Points C and D don't exist yet. The dimensions of the old fire station are 3x4. The distance between points A and B are 3, so points C and D must be 4 spaces below A and B.

    To be more specific, based on the dimensions of the old fire station, we can assume that points C and D will be located at (1,-5) and (4,5), so the bottom answer.
