    Look at this wikipedia page about the constitution https://en.wikipedia.org/wiki/Taxing_and_Spending_Clause it says on the top: Article I, Section 8, Clause 1 of the United States Constitution, grants the federal government of the United States its power of taxation.

    actually about the tax one it is all of those federal, state and local not just federal(I'm only half American barely spend time there so sorry for not being the best at knowing this)

    The wording of the question is funny. Now that I reread it, I think they really mean nominated. You know what, just go with president, the more I look online the more "appointed" and "nominated" are used interchangeably.
