barley is a C3 plant and sugarcane is a C4 plant so sugarcane has adapted itself as to reduce photorespiration: the process in which rubisco binds to O2 instead of CO2 by using a special cell struture called bundle sheet cells and barley has not.

Barley is a C3 plant & sugarcane is a C4 plant. In barley, CO2 is captured by Rubisco which captures O2 instead of CO2 when [O2] is high in the cell. In sugarcane, CO2 is captured by PEP carboxylase enzyme which hasn't an oxidase activity. In sugarcane, the capture of CO2 and decarboxylation occur in two adjacent cells but in barley both processes occur in a same cell. And also, PEP carboxylase has a much greater affinity for CO2 than rubisco. Sugarcane has evolved to minimize photorespiration.
