I would say the message or theme that is being portrayed via the art. Or in other words, what is the artist saying?

in my opinion, the most important element of art would be the meaning of it. Art can bring a very powerful meaning to something or anything. Art can be read and understood by any language and i think that is very powerful. The Meaning of a piece of art would definitely be at the top of the list for me :)
