well, we know that (6.2)*5 = 31 and (10^-8)*(10^-2) = (10)^(-10) we put these together to get 31*10^(-10) now, this isn't scientific notation. we divide 31 by 10 to get 3.1, then we multiply 10^(-10) by 10 to get 10^(-9)
