In three to five sentences, explain the significance of capitalizing the word "Welfare" in the Preamble.

    Welfare would not normally be capitalized, but they do it here to show the importance and significance, while using the capital letter to draw your attention to it. I would assume that they wanted to put Welfare in the Preamble saying that everyone would have the ability to give Charity to those less fortunate but on their own terms and of their own free will.
