Try using a K12 Course...their relatively cheap and to teach LAC (Language and Composition) they are fantastic

Just go through these https://www.wiziq.com/tutorials/communication-skills-improvement does it help a little ? @ChiefArnav http://free-english-study.com/home/speaking.html a little more too. Another easy way is try to chat through skype or tinychat.

I definitely recommend trying to use a live chat with a native speaker to work on your verbal. For written I'd recommend working through a good textbook. After that start reading progressively harder English books starting with books aimed at young children.

That's hard to say without knowing you and your personal situation. A good textbook doesn't have to be perfect, it just needs to give you enough of the basics that you can begin reading and writing English fluently. You might be at a level you can go ahead and begin reading kids books. http://www.engvid.com/how-to-choose-a-textbook/#quiz
