    to the south where african americans were property, it caused him to dislike them and he excluded them from reconstruction he apparently intended to carry out Lincoln's generous reconstruction policies, but his motivations were quite different from those of Lincoln ANSWER: (Radicals believed that the South should be treated as territories)
