I think it's the third one. Usually outsourcing is a cheaper way for companies or corporations to do things.

I announce I will sign an executive order to deny federal contracts to businesses that hire illegal immigrants. We are still a nation of immigrants; we should be proud of it. But we are also a nation of laws." -- President Clinton, 1996 State of the Union Address Which of the following statements best explains the quote? The government should give all companies a fair chance at acquiring government work even if it hired non-citizens. The government would not consider hiring companies that had employed unlawful residents. The government must enforce employment laws and shut down businesses that underpay its workers. The government could not stop businesses from hiring ineligible workers and so it would edit immigration laws.
