    I would say undraft stage mainly because there is a mature stage or the tornado will not be formed fully if you know what I mean and developing stage we all know that thats when the tornado is forming being made of coarse and last but not least the dissipating stage, thats when the tornado is vanishing, going away so D would be correct If Im not mistaken and your welcome.
