    because irrational numbers cannot be written as a ratio or fraction and rational numbers can ?

    correct, by the very definition of what "irrational" means in terms of math the "ir" part means "not" `irrational = ir+rational = not+rational`

    in other words, it's the complete opposite of a rational number
