Besides public opinion and the facts at hand, who are the members of the congress influenced by?

    A lot of things, eg. political action committees, big business, and other organizations. For example, the National Rifle Association and AARP are examples of groups that influence Congress, and stereotypical examples of businesses are like big oil companies and banks.
