So its basically saying that the Cold War came from the effects of WWII, so I could guess A, B, or C, BUT im not sure.

Sorry that I can't give you a complete answer, but B can be eliminated bc cold war was all about nuclear arm race. I also can say D is correct that Soviet did break some promises, they kind of invaded some Eastern Europe.
