The "mode" is the most commonly-occurring number in a data set (if there is one). For example, for the set: 2, 3, 3, 5, 5, 5, 7, 8 the mode would be 5. I'm not sure what your numbers are: do you have 15 people under (age) 10? To answer this, we need to know what the numbers in the data set are...

The label "year under" seems to indicate a cumulative frequency table. Converting to a frequency table we get: Age group 0 ~ 9 10 ~ 19 20 ~ 29 30 ~ 39 40 ~ 49 50 ~ 59 No. persons 15 17 19 27 19 12 The largest group is in the 30 ~ 39 age range. The average age in this group can be estimated to be given by (30 + 39)/2 = 34.5 years old. Therefore the estimated mode is 34.5 years of age.
