    these expressions are commutative - that means they can be moved around. But don't forget to move the sign with them.

    No because in your question the 17 has a negative in front of it. Its negative 17 not 17.

    Yes note the 2x as a + before it. in the question 2x really means + 2x but the + is not written if its at the beginning.
