    If M ion has 21 electrons, that means it has lost 3 electrons when it became an ion. Before, it was 24 electrons. The atomic number represents the electron and the proton number. 24 electrons means 24 protons. When it became an ion, it lost 3 electrons that is why it is 21 but the number of protons is still 24.

    As zale has explained \[M ^{3+}\] ion has 21 electrons. Elements don't have charges. Ions do but not elements. M^3+ means the element form of this ion has removed 3 electrons to come to this state. If the ionic state has 21 electrons then the elemental state should have 3 electrons more than the ionic state. So the element M should have 24 electrons. No. of electrons are considered as the atomic number. The element which has 24 as the atomic number is Chromium. So the answer is chromium. @Zale101 Well explained
