When you have an absolute value, you will have two answers, so lets start off by just dividing both sides by 9 so absolute values are on its own. $|9-8x|=\frac{ 2x+3 }{ 9 }$ now we have $-(9-8x)=\frac{ 2x+3 }{ 9 }$ and $(9-8x)=\frac{ 2x+3 }{ 9 }$ go ahead and solve both of the equations :)
