First thing you have to do is find for B to find for B you need to use point slop form

all you have to do is rearrange that to
ax + by = c standard form
point-slope equation from givens
y-y1 = m(x-x1)
y - 5 = 2(x - (-1))
move things around to standard form...
y - 5 = 2x + 2
-2x + y = 2 + 5
-2x + y = 7
which isn't a choice, multiply everything by -1
2x - y = -7
