    "In order for a male offspring to be hemophilic, his father must be a hemophiliac." This is because the trait to be hemophilic is attached to the X chromosome, but it is not as common in women because the double X chromosomes cancel out each others trait for hemophilia. The only time a woman will be hemophilic is when both X chromosomes have a recessive trait for hemophilia.
