    i got this by using the following equation.

    \[\frac{ 25 }{ 100 } = \frac{ 21 }{ ? }\]

    In order to get the answer to ? I cross multiplied 100 and 21 which equals 2100, and then finally divided 2100 by 25 which equals 84.
