well. first of all Y = 4x is in the form y = m(x)+b where m(x) = the slope. so from that Y = 4x we automatically know that the slope is 4

to find the slope we use this formula \[\frac{ y_{2}-y_{1} }{ x_{2}-x_{1} } = m = slope \]

let's choose (1,3) and (2,6) our y coordinates would be (6-3)/(2-1) = 3/1 = 3 you can see that the slope for your table is 3 while the slope for the other equation is 4 so clearly the table has a smaller slope.
