Well how much you can fill something...is a function of it Volume! So what is the Volume of a cylinder? \(\large V = \pi r^2 h\) The volume of this 1 cylindrical container is \(\large V = \pi (2^2)(8) = 32\pi\) Since they said use 3.14 for pi then that is \(\large V = 100.48\) so how many would be neede to make 2000? \[\large \frac{2000}{100.48} =

Ahh but yet, they want the minimum number of containers...we cant have 19.9 of a container...so go ahead and make that 20 containers :D
