You are going to need to research the writings of two of those people. If you don't already know the countries involved you can probably skip and go straight to researching the two people. You'll probably pick up the understanding of the two side from that. Your text should provide some background if you don't want to just dive into reasearhing the people. Look for the Spanish-Ameican War, Annexation of Hawaii, and Philippine war for Independence. Pick a person from each side you'd like to know more about. They go to the usual places to start (Wikipedia, Britannica, Biography, etc.) When reading about the person, look for the section about their involvement with imperialism. It may under anti-war, or politics or Spanish-American war in the article about that person. Look for quotes from them on the topic. After you know the feelings of your two people, write your dialogue. If you have quotes from each, that makes it easier. But you can probably express their feelings if you know about their stance on the issue.
