One big example that you can get started with is the Three Gorges Dam in China. It's the world's largest hydroelectric plant that has just had its last generator put in. It was built to provide clean energy, but also to control the annual flooding of the Yangtze river which has been a historic problem for China. It's also a project that has a lot of controversy over it (it forced 1.4 million people to move to new homes because of the reservoir it would create, flooding out villages and cities behind the dam). There are also a large number of environmental concerns over it. You're being asked to write about some government's efforts to somehow grow their rich,like selling electricity,perhaps,and about how they use their resources,like getting their money on school events,child benefit,that kind of stuff.I think that child benefit is also common at south america,but im not sure,you could get a look at it.Also,You could talk about how Ethanol was created,as far as i know,there were some country in need of gasoline,but was too pricy,so they created it:selling their resources to get more-a gasoline substitue for money-and,see how this money was applyed?And how much is ethanol used there?
