You can think about this in terms of real life objects. They named folders and files after the physical objects you use in an office. If you imagine your drive is a filing cabinet, and a file as a piece of paper, you get this picture: |dw:1449978241485:dw| The file goes in the folder which goes in the drive. You couldn't put a folder inside a piece of paper. (or a folder inside a file) You couldn't put a filing cabinet inside a folder. (or a drive inside a folder) So the only one that makes sense is putting a file within a folder.
