Maximum tension should be at the bottom I believe. At the top, mg is downward, but at the bottom, the tension is inward while mg is downward.

yes, looks ok if there was no gravity, say an outer space ferris wheel, you wouldn't know the difference. because the force from the floor, which makes you continue in a circle rather than moving along a straight tangential line, would be constant. here it acts against or with gravity depending on where you are
