I say C for a couple of reasons:
A scatter chart shows relations between two things. It doesn't really give exact values. A, B, and C give exact values.
A has no proof because it says for every eight doughnut, which means we would need to see 8, 16, 24, etc. We only see 8 and there's not even a dot there
For B, if you look to the right of 4, only one person gained 5 or more pounds.
For D, same as A, we need 5, 10, 15, etc and this chart only goes to 8.
For C, as people started gaining weight, more dots started forming below the line
