I think that we can eliminate A and D initially, Climate is the weather trends over long periods of time so a decrease in extreme weather isn't make the climate change by much. Climate is very complex though as is all weather, I think that the best answer would be B. C doesn't make too much sense to me because I remember on a documentary them stating how the ocean released and absorbed so much co2 but not it isn't to absorb it all, so there isn't much that can offset it.
